Father pushes for Washington bill in honor of dying daughter with rare illness

River Barclay does her best to sing along with her favorite movie Frozen, but it’s hard — it’s more like a cheerful groan. She can hear just fine, but just sees shapes on the iPad with the movie planning in front of her.

She’s 95 percent blind, her dad John Barclay said, and she suffers from childhood dementia, a running playlist of memories that are quickly disappearing.

“It’s horrific,” Barclay said. He said he hasn’t slept a full night’s sleep in nine months.

She spends her days sitting in a chair, fidgeting with seizures similar to someone who suffers from Parkinson’s Disease
